INFORMAL traders may find themselves sidelined during the
2010 Soccer World Cup as the Local Organising Committee of
the tournament is drafting a bylaw that could see traders
shunted away from the centre of action and onto the
periphery of the city. Fifa wants to reserve prime positions
for the tournament’s sponsors and partners and even the
City of Cape Town cannot say at this stage where local
traders will be accommodated. The LOC’s draft bylaw
needs to be accepted by municipalities before it moves
on to provincial legislatures and parliament for promulgation.
